Right, so Hassaka, Deir Ezzor, Daraa and probably even Aleppo have to be abandoned now to consolidate a strong, proactive defence of Damascus and up through Homs/Hama to the coast.

Well they decided upon a truce just days before they could capture this town. Also do not forget the rebels are still in the Mayada, Ain Hawr and some mountain area east. I think the truce may have been declared in order to allow the remaining takfiri fighters in Zabadani to leave, if they wish. This is not an altogether strong, impressive strategy, but it might work.
